BASW Cymru Adroddiad Ebrill 2013/BASW Wales Report April 2013

Mae gweithgareddau yng Nghymru yn parhau i symud ymlaen yn gyflym iawn wrth i ni barhau i gael dylanwad mewn amryw o ddulliau a gosodiadau. Yn fwyaf pwysig, fodd bynnag, rydym yma i roi cefnogaeth i chi ar y materion a’r pryderon sydd gennych chi, er mwyn i ni wella’r modd yr ydym yn cyflawni gwasanaethau ar draws Cymru.

Dathlu Diwrnod Gwaith Cymdeithasol y Byd
Unwaith eto daeth llawer atom ar gyfer ein dathliad ar 20 Mawrth er fe hoffwn ymddiheuro am y newid lleoliad ar y munud olaf i leoliad nad oedd yn hollol berffaith. Achoswyd hyn oherwydd canslwyd ein defnydd o Adeilad y Pier Head am fod staff y Cynulliad yn gweithredu’n ddiwydiannol.

Er hyn, fe hoffwn ddiolch i’r holl gyflwynwyr, pawb oedd yn bresennol, aelodau’r pwyllgor a’r staff am eu cyfraniadau i’r digwyddiad hwn. Cafwyd nifer o awgrymiadau defnyddiol ar gyfer blwyddyn nesaf y byddwn yn sicr o’u harchwilio.

Gweithgareddau’r Pwyllgor
Cynhaliwyd ein Cyfarfod Blynyddol ar 20 Mawrth hefyd. Ar wahân i adroddiad Robin Moulster am y 12 mis diwethaf yn BASW Cymru, cafwyd adroddiad gan y Cadeirydd sy’n ymddeol, Keith Drury, a chrynodeb byr am y sefyllfa ariannol gan ein Trysorydd, Cath Taffurelli. Cafwyd cyflwyniad byr yn cynnwys anrhegu Keith i gydnabod ei bedair blynedd fel Cadeirydd. Mae’r Adroddiad Blynyddol i’w weld ar wefan BASW.

Cafodd pob aelod o’r Pwyllgor oedd yn sefyll am etholiad eu hail hethol, ar wahân i’r rhai nad oeddynt am sefyll - Keith Drury a Martin Bickel. Etholwyd Alex Clapson yn aelod newydd i’r Pwyllgor. Mae gennym un safle gwag  i’w lenwi, fodd bynnag, gorau oll (ond  nid yn hanfodol) yn siaradwr Cymraeg o Ogledd Cymru.

Etholwyd Ian Ellison (cynt yn Is Gadeirydd) yn  Gadeirydd am y ddwy flynedd nesaf, ac fe etholwyd Cath Taffurelli i lenwi cyn swydd Ian - yn ôl ein Cylch Gorchwyl, Cath bydd yn y Gadair ym mhen dwy flynedd. Er nad oedd penderfyniad ar swydd y Trysorydd yn y cyfarfod, rydym yn falch bod Johnny 0’Hagan, yn y cyfamser, wedi cytuno i lenwi’r swydd.

Gweithgaredd
Mae nifer o ddigwyddiadau ar y gweill. Fe gynhelir tair Sioe Deithiol ar draws Powys ar 9 Mai, i’w ddilyn gan ein digwyddiad CPD, Datblygiad Proffesiynol a Heriau Proffesiynol, yn Llandrindod ar 17 May, a’n Cynhadledd Cymru ar Ddiogelu ar 12 Mehefin. Cewch weld manylion am y ddau ddigwyddiad olaf ar dudalen Cymru o’r wefan. Cewch drefnu i gadw lle ar-lein neu trwy anfon neges e-bost i wales@basw.co.uk os oes gennych unrhyw gwestiynau neu eich bod yn cael trafferthion i gadw lle. Mae’r llefydd yn mynd yn gyflym iawn, felly peidiwch ag oedi.

Mae nifer yr aelodaeth yn parhau i dorri tir newydd yng Nghymru. Rydym yn agos iawn at gyrraedd 1,000 o aelodau, felly soniwch wrth eich cydweithwyr am y buddiannau o fod yn aelod o BASW. Mae nifer o gynigion ar gael ar hyn o bryd i’r bobl hynny sy’n recriwtio aelodau newydd. Byddwn yn cynnig aelodaeth am flwyddyn yn rhad ac am ddim i’r 1,000fed aelod yng Nghymru.

Y diweddaraf ar Ddeddfwriaeth
Mae sesiynau cyflwyno tystiolaeth ar lafar gerbron Pwyllgor Iechyd a Gwasanaethau Cymdeithasol Cynulliad Cymru yn mynd ymlaen ar hyn o bryd ar Fesur Gwasanaethau Cymdeithasol a Lles (Cymru). Galwyd BASW Cymru i gyflwyno tystiolaeth ar Fynediad i Wasanaethau ar 2 Mai. Mae llawer o gwestiynau dal heb eu hateb fodd bynnag, megis sut caiff hwn ei gyllido? A fydd y meini prawf cymhwyster yn berthnasol cyn, ar ôl neu yn ystod asesiad?  Sut i godi tal am wasanaethau sy’n golygu gwaith gan amryw o weithwyr proffesiynol megis ail galluogi? Ac yn y blaen. Gyda llawer o’r manylion yn cyfeirio at arweiniad na fydd yn cael ei ysgrifennu hyd nes bydd y Mesur yn dod yn ddeddf, mae’n fater o ddisgwyl a gweld yn nhermau sut bydd y bwriadau cadarnhaol yn  gweithio mewn gwirionedd. 

Darn allweddol arall o’r ddeddfwriaeth sy’n cael ei ddatblygu ar gyfer Cymru yw'r hyn sy’n ymwneud ag archwiliad a rheoleiddio. Fe ddisgwylir bydd papur gwyn ar y materion hyn (a dynnwyd yn ôl o’r Mesur Gwasanaethau Cymdeithasol a Lles gwreiddiol) yn cael ymgynghoriad yn ddiweddarach yn y flwyddyn yma. Gwahoddwyd BASW Cymru i ymuno a’r grŵp i symud y materion hyn  ymlaen. Bydd hwn yn arbennig o bwysig i broffesiwn gwaith cymdeithasol yng Nghymru. Cadwch olwg allan am y wybodaeth ddiweddaraf ar hyn yn y dyfodol.

Yn Cefnogi Chi
Ein busnes ni yw cefnogi chi i weithio’n well. Mae hyn yn golygu herio amodau gweithio sydd yn wael, dylanwadu ar bolisïau a deddfwriaeth a  rhoi cyhoeddusrwydd i faterion allweddol. Mae eich barn chi yn allweddol i alluogi ni i gefnogi chi. Rhowch wybod i ni os ydych am i ni ymweld â’ch tîm i drafod materion proffesiynol. Rydym ar fin cynnal cyfarfod ar lefel uchel i edrych ar sut y gellir ymdrin â phryderon a godwyd gan Swyddogion Adolygu Annibynnol (SAA) yng Nghymru.

Hefyd, peidiwch ag anghofio cwblhau eich holiadur ar oruchwyliaeth a anfonwyd atoch trwy’r e-fwletin. Bydd y canlyniad o bwys wrth geisio gwella ymarferiad yng Nghymru. Cynigir gwobrwyon i’r rhai sy’n ateb ac yn barod i adael eu manylion cyswllt.

Activity in Wales continues at a ‘cracking’ pace as we continue to influence in a whole range of ways and settings. Most importantly, we are here to support you with your issues and concerns, in order to improve how we deliver services across Wales.

World Social Work Day Celebration
Our celebration on 20 March was again well attended although I would like to apologise for the last minute change of venue to a less than perfect alternative location. This was caused by a last minute cancellation of our use of the Pierhead Building, following industrial action by Assembly staff.

Despite this, I would like to thank all the presenters, attendees, committee members and staff that were part of this event for their contributions. There have been some helpful suggestions for next year that we will definitely be following up.

Committee activity
Our Annual Meeting was also held on 20 March. Apart from Robin Moulster’s report on the last 12 months at BASW Cymru, the meeting featured a report from the outgoing Chair, Keith Drury, and a brief summary of the financial situation by the Treasurer, Cath Taffurelli. There was a brief presentation and gift for Keith to mark his four years as Chair. The Annual Report can be found on the BASW website.

All Committee members up for election were re-elected, except for those that stepped down – Keith Drury and Martin Bickel. Alex Clapson was elected as a new Committee member. We still have one vacancy, however, preferably (although not essentially) Welsh speaking from North Wales.

Ian Ellison (previously Deputy Chair) was elected as Chair for the next two years, with Cath Taffurelli elected succeeding Ian to his previous post – according to our Terms of Reference, Cath will become Chair herself in two years time. Although the Treasurer role wasn’t decided at the meeting, we are pleased that this has since been filled by Johnny O’Hagan.

Major social work events
There are a number of events that are coming up. There will be three Roadshows across Powys on 9 May, followed by our CPD event, Professional Development and Professional Challenges, in Llandrindod Wells on 17 May, and our Cymru Safeguarding Conference on 12 June. Please find details of the last two events on the Wales page of the website. You can book online or you can email wales@basw.co.uk if you have any queries or problems booking. Places are being taken quickly, so don’t leave it too late.

Membership
Membership continues to set new records in Wales. We are very close to reaching 1,000 members, so please speak about the benefits of being a member of BASW to your colleagues. There are a number of offers available for those people who recruit members at the moment. We will be giving one year’s free membership to the 1,000th Wales’ member.

Legislation update
Oral evidence sessions on the Social Services and Well Being (Wales) Bill for the Health and Social Services Committee of the Welsh Assembly are now underway. BASW Cymru has been called to give evidence on Access to Services on 2 May. There are still many unanswered questions, however, such as how will this be funded? Will the eligibility criteria apply before, after or during an assessment?

How will charging work for services that require multi-professional working such as reablement? And so on. With much of the detail being referred to guidance that won’t be written until after the Bill becomes law, it’s a case of wait and see in terms of how the positive intentions will work in reality.

Another key piece of legislation for Wales being developed is around inspection and regulation. It is expected that a white paper on these issues (withdrawn from the original Social Services and Well-Being Bill) will be consulted upon later this year. BASW Cymru has been invited to join the group to take these issues forward. This is going to be particularly crucial for the social work profession in Wales. Look out for future updates on this.

Our business is supporting you to do a better job. This means challenging poor working conditions, influencing policy and legislation and publicising key issues. Your views are key to enabling us to support you. Please let us know if you want us to visit your team to talk about professional issues. We are about to have a high level meeting to look at how concerns raised by Independent Reviewing Officers (IRO’s) in Wales can be addressed.

Also, don’t forget to complete the supervision questionnaire, sent to you via your e-bulletin. The results will be crucial to the improvement of this area of practice in Wales. There are prizes on offer for those respondents prepared to leave their contact details.
