BASW Cymru Adroddiad - Mehefin 2014/BASW Wales report - June 2014

Gyda’r haf ar ein pennau , mae pethau yn dechrau poethi hefyd ym myd gwaith cymdeithasol. Mae angen datblygu rheoliadau ar gyfer y Ddeddf newydd Deddf Gwasanaethau Cymdeithasol a Llesiant, fel ei fod yn ‘ateb y diben’; pwysedd ar  feichiau achosion yn parhau i gynyddu ac mae yna dueddiad cynyddol i gyflogwyr recriwtio staff anghymwys i wneud dyletswyddau gwaith cymdeithasol er mwyn cyrraedd gofynion y diwylliant targedau. Mae BASW Cymru ar waith yn ymdrin â’r materion hyn i sicrhau bod ein moeseg â’n gwerthoedd yn hanfodol ym mhob datblygiad.

Rydym yn derbyn nifer cynyddol o alwadau yn mynegi pryderon nad yw adrannau Adnoddau Dynol mewn awdurdodau lleol yn cydnabod BASW. Gadewch i mi wneud hyn yn glir, mae Undeb y Gweithwyr Cymdeithasol (SWU) yn undeb llafur rhestredig ac mae’n anghyfreithlon i unrhyw gyflogwr wrthod cynrychiolaeth i aelodau. Os bydd rhywun yn cael unrhyw broblemau, gadwch i mi wybod os gwelwch yn dda.

Cynhadledd Flynyddol BASW Cymru: Dyma’ch cyfle olaf i chi cael cadw eich lle yn ein cynhadledd Datblygiad Proffesiynol Parhaus ag effaith CPEL - beth mae hyn yn ei olygu i chi?, ddydd Mercher 18 Mehefin 2014 rhwng 9.30am a 3.30pm yng Nghanolfan Adnoddau’r Cyfryngau, Oxford Road, Llandridnod, Powys. Rwyf wedi dod ar draws nifer o weithwyr cymdeithasol nad ydynt erioed wedi clywed am CPEL!! Gwnewch yn siŵr bod eich cyflogwr yn cefnogi eich presenoldeb (ac yn eich cyllido hefyd gobeithio!) Mae manylion ar gael i’w gweld ar ein gwefan, trwy e-fwletin a’r rhifyn hwn o PSW. Os hoffai pobl trafod disgownt ar gyfer grwpiau, yna cysylltwch â Robin Moulster os gwelwch yn dda.

Diweddariad ar y Papur Gwyn ar Reoleiddio ag Archwilio: Mae cyfarfodydd wedi cael eu trefnu i amlygu’r materion a godwyd trwy’r ymgynghoriad fel y gallent gael eu trawsffurfio i fod yn Ddeddf. Hwn fydd y darn mawr nesaf o ddeddfwriaeth gynradd ar gyfer gwaith cymdeithasol a gofal cymdeithasol yng Nghymru. Sefydlwyd Grŵp Ymgynghorol a chafodd BASW wahoddiad i fod yn aelod ohono. Cafwyd trafodaethau hefyd am yr effaith fydd yn bosibl ar weithwyr cymdeithasol mewn perthynas â’r cynigion. Mae mwy o fanylion am y Papur Gwyn i’w gweld ar wefan Llywodraeth Cymru.

Gwobrau Gwaith Cymdeithasol Blynyddol BASW Cymru: Dyma’r pumed flwyddyn i ni gynnal y Gwobrau ac fe gewch fanylion am y ffurflenni enwebu (y gellir eu lawr lwytho yn Saesneg neu Gymraeg) ar dudalen Cymru ar wefan BASW. Y categorïau yw: Y Gweithiwr Cymdeithasol Arloesol; Naws Gwaith Cymdeithasol; Athro Ymarferiad; Tîm Gwaith Cymdeithasol; Cyflawniad Oes. Byddwch yn weithredol os gwelwch yn dda, trwy enwebu neu annog eraill i enwebu unigolion neu dimau fel y gellir ‘arddangos gyda balchder’, ymarferiad rhagorol yn ein seremoni yn Adeilad y Pierhead, Bae Caerdydd ar 7 Hydref 2014.

Rhwydweithiau a dolennau: Bydd cyfarfod nesaf Rhwydwaith Annibynnol De Cymru yn cael ei gynnal ar 9 Gorffennaf yn ein swyddfeydd yn Caspian Point rhwng 10am a 12 canol dydd. Gwnewch yn siŵr o’ch lle trwy’r rhestr Digwyddiadau ar y wefan.

Mae Gaye Sheridan a Carol Davies (Gweithwragedd Datblygu) wedi bod yn gweithio i greu cysylltiadau i aelodau BASW gyda phobl ym mhob prifysgol yng Nghymru. Bydd hyn yn creu llwybr hawdd i gael gwybodaeth i’r pwyllgor ac o’r pwyllgor, gan gefnogi ein myfyrwyr aelodau yn well. Os hoffech wybod pwy yw  eich person cyswllt, dylai’r rhai ohonoch sydd mewn prifysgol yng Ngogledd Cymru cysylltu â Carol, ac i’r rhai ohonoch sydd yn y de cysylltu â Gaye.

Rydym yn parhau i gefnogi pryderon y Swyddogion Adolygu Annibynnol (IRO) am ‘wanediad’ neu danseiliad eu swyddogaethau mewn nifer o ffyrdd. Mae eu swyddogaeth yn hanfodol i blant a phobl ifanc sy’n ‘derbyn gofal’. Os oes gennych unrhyw bryderon, cysylltwch â Robin Moulster os gwelwch yn  dda.

With summer upon us, things are also hotting up in the world of social work in Wales. Regulations for the new Social Services and Well-being Act need to be developed so they’re ‘fit for purpose’; caseload pressures continue apace and there is a growing trend of employers recruiting unqualified staff to undertake social work duties to meet target culture requirements. BASW Cymru is actively involved these issues.

We are getting an increasingly worrying number of calls to say that local authority HR departments do not recognise BASW. Let’s be clear – the Social Workers Union (SWU) is a listed trade union and it is illegal for any employer to refuse representation of members. If anyone has any problems, please let me know.

BASW Cymru Annual Conference: This is the last chance to sign up for our conference on Continuing Professional Development and the impact of CPEL – what does this mean for you? The event is to be held on Wednesday 18 June 2014 between 9.30am-3.30pm at the Media Resource Centre, Oxford Road, Llandrindod Wells, Powys. I have come across a number of social workers who have not even heard of CPEL!! Please ensure your employers support your attendance (and hopefully fund it!). Details can be found on the website, through e-bulletins and this edition of PSW. If people want to discuss a discount for group booking arrangements, please contact Robin Moulster.

Regulation and Inspection White Paper update: Meetings have been arranged to highlight the issues raised through the consultation so that this can be transformed into a Bill. This will be the next major piece of primary legislation for social work and social care in Wales. An Advisory Group has been set up, to which BASW Cymru has been invited as a member. There have also been discussions about the potential impact to social workers in relation to the proposals. Further details concerning the White Paper can be found on the Welsh Government website.

BASW Cymru Annual Social Work Awards: The Awards are now running for the fifth year and details about nomination forms (which can be downloaded in English or Welsh) are on the Wales page of the BASW website. The categories are for The Innovative Social Worker, The Spirit of Social Work, Practice Teacher, Social Work Team and The Lifetime Achievement awards. Please be active in nominating or encouraging others to nominate individuals or teams so that excellent practice can be show-cased at our ceremony at the Pierhead Building, Cardiff Bay on 7 October 2014.

Gaye Sheridan and Carol Davies (Development Workers) have been working to establish link persons for BASW members at every university in Wales. This will provide a route for information up to and down from the committee, to better support our student members. If you wish to know who your local link person is, contact Carol if you attend a university in North Wales and Gaye for South Wales universities.

We are continuing to support the concerns of Independent Reviewing Officers (IROs) about the ‘watering down’ or undermining of their roles in a number of ways. Their role is crucial for looked after children and young people. If you have any concerns, please let me know on my email address r.moulster@basw.co.uk.

Lastly, despite some of the struggles highlighted in this report, I want to say that BASW Cymru’s influence is growing ever stronger. Key government organisations and bodies want to involve and consult us on developments and issues – and our membership continues to rise. It has risen by 36% over three years and we are optimistic that we will reach 1,200 members by the end of this year. Strength is also in numbers, so encourage your colleagues to be part of a winning team.
